On this day, David Ben-Gurion authorized the Institution for Co-ordination. The Mossad's historical account says that on 13 December 1949 he created it to oversee the political department and to coordinate internal security and military intelligence. Reuven Shiloah led it. The institute began under the Foreign Ministry.

In March 1951 Ben-Gurion authorized a reorganization that made overseas intelligence an independent service reporting to the prime minister.
