On 13–14 July 1942, German SS units and Ukrainian police surrounded the remaining ghetto in Rivne (Równe/Rovno). About 5,000 Jews still lived there after the November 1941 massacres. During the night of the 13th, houses were emptied. Those who resisted were shot. The rest were loaded onto trains or trucks and taken to the forest near Kostopil (Kostopol), where they were murdered.

German forces had taken Rivne at the end of June 1941. In November 1941, Einsatzgruppe C and auxiliaries murdered about 17,000 to 21,000 Jews at Sosenki, outside the city. A few people escaped the July 1942 liquidation.
