Historical context

The Allied San Remo conference ended on April 26, 1920. The day before, the Supreme Council had allocated the Palestine mandate to Britain and required it to put the Balfour Declaration into effect.

The San Remo conference of the Allied Supreme Council met at Villa Devachan from 19 to 26 April 1920. Contemporary minutes and the published resolution show that the Palestine, Syria, and Mesopotamia allocations were adopted on 25 April. The conference itself closed on 26 April.

The 25 April resolution entrusted Palestine to a mandatory—Britain—and required that mandatory to put into effect the British declaration of 2 November 1917 in favour of a national home for the Jewish people, without prejudicing the civil and religious rights of existing non-Jewish communities in Palestine. Boundaries were left to later determination. The later Mandate text of 24 July 1922 is a separate story.
